Section 4: Players & Officials
Per Section 1.2, for each Jam a team must field one Jammer and at most four Blockers, for a maximum of five skaters per team on the track at a time. A team must always have at least one Blocker on the track who is not currently serving a penalty.
One of the four Blockers may be designated as the Pivot. The Jammer is the skater in visible possession of the Jammer helmet cover (the "Star") at the start of the Jam and is the only skater eligible to score points. The Pivot is the Blocker in possession of the Pivot helmet cover (the "Stripe"); the Pivot may take control of the Star from the Jammer through a legal Star Pass and become the Jammer mid-Jam. All remaining skaters are simply Blockers. Skaters must be completely on the track at the Jam-starting whistle to be counted toward their team's on-track total for that Jam.
Officiating crew: Per Section 5.1, each game must staff enough on-skates officials (Referees) to effectively track, in real time, information including the location of the Pack, which Blockers are out of play, the identity and status of each Jammer, Lead Jammer status, and scoring. One Referee is designated Head Referee, with authority over crew communication, expulsions, and — following the January 1, 2025 rules update — discretion to act on safety concerns as they arise.
Per Section 5.1.2, each game must also staff enough Non-Skating Officials (NSOs) to track the state of the game so that the rules can be enforced accurately in real time, including official score, jam time, period time, penalty tracking, ineligible skaters, and penalty duration. The rules deliberately leave exact crew size to the needs of the venue and available technology rather than mandating a fixed number of officials.
