Section 8: Safety Considerations
8.1 Crash Protection
Rule 280, paragraph 5 requires protective mats around the entire ice surface at every level of competition, with the required system tier — Basic/Traditional, Hybrid, or Moveable — scaled to the level of competition as described in Section 3.3. A Moveable Padding system is mandatory for the Olympic Winter Games (Rule 280, paragraph 5.e), and a feasibility plan with technical descriptions of the mats' material properties and construction must be submitted with the initial application for ISU Events, the Olympic Winter Games and the Winter Youth Olympic Games (Rule 280, paragraph 5.d).
8.2 Cut Protection
Rule 288, paragraph 1 mandates cut-resistant gloves or mitts, cut-resistant neck protection fully covering the neck, and shin protection for every Skater, addressing the primary serious-injury risk in short track: blade lacerations from other Skaters' blades during falls and collisions. Rule 288, paragraph 5 provides that a Skater who removes required safety equipment before the end of a race receives a penalty, though loss of compulsory or recommended equipment beyond the Skater's control — for example, due to a fall — does not result in a penalty.
8.3 Medical Protocols
Rule 286, paragraph 3 requires that a Medical Doctor and First Aid attendants be in attendance at every Competition. Under Rule 294, paragraph 12, if a Skater is interfered with before the last block of the first curve after the starting line, the Skaters are called back to start again, at the Referee's discretion; more broadly, Rule 296, paragraph 1.o) gives the Referee authority to stop a race and order a re-start or re-run if any irregularity affecting the result occurs.
8.4 Heat Size Limits
The maximum number of Skaters per race is fixed by the table in Rule 291, paragraph 8.e): 5 Skaters for 500 m and 1000 m races through the Final, and 7 Skaters for the 1500 m Semi-Finals and Final. These limits manage collision risk on the compact 111.12 m track, where larger packs increase the probability of chain-reaction contact, particularly in the corners.
