Section 4: Players & Officials
Why People Get This Wrong
People often assume that substitutions are strictly forbidden during penalty corners for all players except the goalkeeper, which leads to arguments about whether a defender can be substituted when their team is awarded a corner. However, this specific rule actually allows for substitutions in such situations if it's an injured or suspended defending goalkeeper, not just any player.
Official Verdict
Substitutions (Rule 2.3). Substitution is permitted at any time except within the period from the award of a penalty corner until it has been completed, during which substitution is permitted only for an injured or suspended defending goalkeeper.
